Identity module analyzer

Paste a Prebid userSync.userIds[] config, and optionally an observed user.ext.eids array. A static scan checks which ID modules are configured, their latency cost, consent gating, storage, required params, and reconciles configured modules against the eids they actually populate. Nothing is stored.
